Joseph G. Felty
After graduating from Bristol Tennessee High School, Joe received his AS in Law Enforcement from East Tennessee State University in 1985. He then worked for the Bristol Police Department before coming to work at the District Attorney's Office as the Victim Witness Coordinator in 1990. Joe has been working as a Criminal Investigator since 1996.
Susan O. Russell
Susan first joined the District Attorney's Office in 2001 as a Victim Advocate. In 2004 she served as DUI Coordinator/Investigator before becoming a Criminal Investigator in 2008. Prior to her work in the District Attorney's Office, Susan worked 8 years with the Kingsport Police Department as a police officer in the patrol division, criminal investigations unit and public relations.
Fines & Costs
Brian K. Boling
Brian currently serves as a Criminal Investigator and is assigned to the Fines and Costs Division. Prior to joining the District Attorney General's Office, Brian served 16 years with the Sullivan County Sheriff's Office, working as a Patrol Sergeant, S.W.A.T team member, and worked in the Vice and Narcotics Unit. He began his career with this office as a Victim/Witness Coordinator where he helped prepare witnesses to testify in court and assisted them as needed to secure shelter, counseling and compensation. He then served as the DUI Coordinator in Criminal Court for five years before joining the Fines & Costs Division.
